No. From April 2008 solar panels were designated as permitted development. The only exceptions are listed buildings or your property situated in a conservation area.

My roof is not south facing. Can I have solar panels?

The best direction for solar panels is south-facing to receive the most sunlight over the course of a day. East or west facing roofs can also work very well and will produce electricity for most of the day.
